Ortho says that, while he may have gotten a heart and thus an imagination (a requirement for a mage) he still cannot use magic, explaining, “My abilities are powered by technomantic energy.”

He says that technomantic energy can be described in layman’s terms as “a hybrid of magic and electrical power,” but when Grim comments on a “blue glowy magic beam” that Ortho can produce (his technomantic cannon) Ortho responds, “that wasn’t magic. It was condensed technomantic energy.”
It seems that Ortho cannot produce technomantic energy himself in the way that mages produce magic: he explains that his technomantic abilities come from “a huge rack of servers set up as an arithmetic circuit so that it can handle huge loads of technomantic processing in an instant,” prepared for him by Idia.
