When Leona saves Ruggie from falling glass with a magical barrier he says that Ruggie himself should know how to cast one, as a second-year student, but we have never seen Ruggie do so.
It is insinuated that Ruggie maybe uses levitation magic during the Halloween event in order to eject Magicam Monsters.
Ruggie also creates fireworks with his magic at least twice, once during Glorious Masquerade and again during Port Fest.
Ruggie uses magic to change from his dream-outfit into his dorm uniform in Book 7, explaining:
Color- and outfit-changing are my second-best magical fortes, after flight. It’s super-handy being able to change clothes in a snap when I’m running from one job to another on a tight schedule.
